Political Activity Regulations for Military Members Political Activity Regulations for Military Members The Department of Defense has strict rules about how members of the U.S. military can participate in politics. The rules are meant to prevent any appearance of bias or partisanship among the military, whose members must follow the directives of its civilian Commander in Chief and Congress, regardless of their personal affiliations. So what do these rules cover? Heres an overview with some of the key passages from the DoDs own rulebook. How Partisan Activity is Defined The Department of Defense (DoD) defines partisan political activity as activity supporting or relating to candidates representing, or issues specifically identified with, national or State political parties and associated or ancillary organizations. A nonpartisan political activity is defined as activity supporting or relating to candidates not representing, or issues not specifically identified with, national or State political parties and associated or ancillary organizations. Issues relating to constitutional amendments, referendums, approval of municipal ordinances, and others of similar character are not considered as specifically being identified with national or State political parties. Voting by Military Members The military wants its personnel to participate in our democratic process, just within limits. The DoD encourages active duty military members to vote and has established several programs to help active duty personnel register and cast absentee ballots. But when it comes to actively campaigning for a specific political candidate or partisan objective, the military draws the line. It should be noted that these prohibitions do not apply to members of the National Guard or Reserves unless they are currently serving on active duty. For the purposes of political activity restrictions, DoD defines active duty as full-time duty in the active military service of the United States, including: Full-time training dutyAnnual training dutyAttendance, while in the active military service, at a school designated as a service school Permissible Political Activity by Military Members While active military members can and should register to vote and cast votes, and may express a personal opinion on political candidates and issues, they cant express opinions on behalf of or as a representative of the U.S. military. Military members also may promote and encourage other military members to vote as long as theyre not attempting to interfere with or affect the outcome of an election. Theyre also allowed to join political clubs and attend its meetings as long as theyre not in uniform. If they want to serve as an election official, military members are allowed to do so as long as theyre not in their military uniform and it doesnt interfere with their military duties. The member will need to get approval from the secretary of his or her service for such activity; so soldiers would have to receive the OK from the Secretary of the Army, sailors would need the approval of the Secretary of the Navy, and so on. Petitions and Endorsements by Members of the Military Active-duty military members can sign a petition for specific legislative action or a petition to place a candidates name on an official election ballot if the signing does not obligate the member to engage in partisan political activity. This action can be taken only when it is done as a private citizen and not as a representative of the military. A member of the military is also allowed to write a letter to the editor of a newspaper expressing his or her personal views on public issues or political candidates as long as the action is not part of a political letter-writing campaign for a candidate or political action. However, if the letter identifies the member as on active duty (or if the member is otherwise reasonably identifiable as a member of the Armed Forces), it must clearly state that the views expressed are those of the individual and not those of the Department of Defense. Like any other American citizen, military members are allowed to make monetary contributions to a political organization, party, or political committee as long as theyre within legal guidelines. Political Events and Statements Political bumper stickers on a military members personal vehicle are allowed, but large banners or signs are not. Such banners or posters are not allowed to be displayed at the military members residence, either. Military members can attend rallies or fundraising activities as long as theyre not in uniform and not creating the appearance of any military sponsorship or approval. But they cant speak before a partisan political gathering, including any gathering that promotes a partisan political party, candidate, or cause, participate in any radio, television, or other program or group discussion as an advocate for or against a partisan political party, candidate, or cause, or conduct a political opinion survey under the auspices of a partisan political club or group or distribute partisan political literature. Theyre also barred from marching or riding in political or partisan parades, and cant engage in political fundraising activities while on federal property. In addition, they cannot participate in any organized effort to drive voters to the polls on election day if that effort is associated with a partisan political party, cause, or candidate. In general, active duty military members should avoid any activity that may be reasonably viewed as directly or indirectly associating the Department of Defense or the Department of Homeland Security with partisan political activity. Holding or Running for Political Office Active duty military members may not hold civil office in the federal government if the office requires an appointment by the President by and with the advice and consent of the Senate. This prohibition does not apply to retired and reserve members who have been called to active duty for a period of 270 days or less, as long as the office does not interfere with military duties. If the retired or reserve member receives orders indicating his or her active duty recall will be for more than 270 days, the prohibition begins on day one of active duty. These rules apply to city, county and state offices, with two exceptions: Any enlisted member or officer may seek, hold, and exercise the functions of nonpartisan civil office as a notary public or member of a  school board, neighborhood planning commission, or similar local agency, provided that the office is held in a non-military capacity and there is no interference with the performance of military duties. This same caveats about retired and reserve members as mentioned above apply to these local offices. When circumstances warrant, the appropriate secretary or a designee may permit a member covered by the prohibition against holding public office to remain or become a nominee or a candidate for civil office. What that means is that if a Congressman, retired from the military were recalled to active duty for more than 270 days, the Secretary of the service could allow them to retain their public office (or, even become a candidate for re-election).

“Productive paranoia Lights, camera…anxiety!” Lessons from making 37 movies “Productive paranoia Lights, camera…anxiety!” Lessons from making 37 movies This week’s episode of our Stanford  FRICTION  Podcast stars  Sheri Singer, who has worked as a TV and film producer since she was 21 years old. Sheri has been executive producer of 37 made-for-tv moviesâ€"and is working on several additional films right now. She is perhaps best known for the Disney Channel  Halloweentown series, where young woman Marnie Piper trains to become a witch and uses her powers to battle evil. Sheri is my first cousin, so it was easy to convince her to join us on the podcast. We had a rollicking conversation, in part, because Sheri’s husband  Steve White  was in the room during the recording and kept egging us on with provocative stories and questions. (Steve also has had a long and successful career as a producer and NBC network executiveâ€"and was the Grateful Dead’s road manager for a year in the 1960’s).The movies that Sheri makes provide an excellent laboratory for uncovering when friction is desirable, the warning signs that bad friction is em erging, and how leaders can nip it in the bud. These films are made under strict financial, temporal, legal, technical, and administrative constraints. Each film is produced by a temporary organization that Sheri, as executive producer, is responsible for assembling, running, and disbanding. The filming is nearly always completed in 15 to 20 days - so speed is of the essence, and even small delays and mistakes can mess up the schedule, undermine a film’s quality, and destroy profit margins. (Here is  a story  on the parallels between this “Hollywood Model” and the research on  flash organizations  that Melissa Valentine  discussed on  FRICTION in season one)As I went back and listened to Sheri’s episode and read the transcript, I realized a key to Sheri’s success is that she has keenly tuned radarâ€"a form of healthy, rather than destructive, paranoia. Her attitude, constant scanning for red flags, and penchant for avoiding (or quickly eliminating) trouble reminds of rese arch by Rod Kramer on “prudent paranoia.” Here is Rod’s definition in the  Harvard Business Review:Prudent paranoia is a form of constructive suspicion regarding the intentions and actions of people and organizations. Prudently paranoid people monitor their colleagues’ every move, scrutinizing and analyzing each action in minute detail. They are aware that those around them harbor powerful- and often conflicting- motives for the things they do. By awakening a sense of present or future danger, prudent paranoia serves as part of the mind’s early warning system, prompting people to search out and appraise more information about their situations.In  our  25 minute conversation,  Sheri discusses numerous red flags that arouse “constructive suspicion” in her and that shape if and when she intervenes in small and big ways. Although Sheri talks more about destructive than constructive friction, she discussed times when it is wise to slow things way down and fix problems; othe rwise the production will be haunted with higher costs, lower quality and destructive friction down the road. For example, Sheri emphasizedâ€" even if there is pressure from funders and partners to move fasterâ€" that if a film has a bad script, chances are high the film will be bad too. Or, even the best case, the constant rewrites, reshooting, and intensive editing required to save the film will result in a hellish, expensive, and frustrating production process:I don’t say, “I don’t care if it’s not as good “as it could be, I just wanna get the movie made.” I don’t do that. But some people do, and that’s one place where it’s really worth it to slow down.Once the cast and production crew for a film are hired, and the planning begins, Sheri looks for warning signs that people need to be nudged to move faster, make the right decisions, or sometimes, just aren’t right for the film. She described a recent film were the stunt coordinator fell asleep at an early meeti ng . Sheri wanted to fire the guy right away, but her partner wouldn’t let her. She was right:”He did finally get fired, but he got fired when it was so close to when the big stunts were coming that we had a major scramble job.” Sheri then explained how her “prudent paranoia” feels and works: “So my albatross is, I get it, I don’t know why. I just get it right away when I see that I have a problem. ”Sheri also talked about warning signs that the daily production schedule is slipping, and how important it is nip them in the bud. A classic problem happens when the “talent” comes out of hair and make-up 45 or 50 minutes late every morning. When that happens, the production schedule is at risk of becoming hours, and soon, days, behind schedule. So at the first sign of trouble, Sheri nudges and nags the people who cause such delays, and if necessary, she will fire hair and make-up people who keep messing up the schedule.As Sheri says at the opening of the podcast, “ The best moment of a producer’s life is the day they get the call that they got a film order.” And after that, it is all problem-solving and productive paranoia. In short, as Huggy Rao and I have written elsewhere, the path to excellence requires a focus on avoiding and eliminating the negative to clear the way for the positive, of going from  Ã¢€œbad to great.”Finally, by necessity, Sheri and other skilled producers wield much authority and make decisions quickly. Sheri emphasized, however, that the most creative, efficient, and civilized productions aren’t ran by rigid and authoritarian dictators. There is give and take, brainstorming about different suggestions, and lots of constructive and respectful conflict. Given the constraints that the crew and cast work under, this all must happen faster than on a big budget TV series or Hollywood blockbuster. Yet, as I’ve seen in other industries, although having some hierarchy  appears to be essential for all groups and organiza tions, that doesn’t mean that people at or near the top are the smartest, have all the answers, or ought to ignore or disrespect the people they leadâ€"as Sheri suggests, having authority over others is no excuse for behaving like an authoritarian jerk.I hope you enjoy  my conversation  with Sheri as much as I did. At The Resume Place, we emphasize the importance of “keywords” in building successful FEDERAL RESUMES.   Not surprising, constructing an effective LinkedIn ® Profile requires a similar attention to “keywords.”  We also emphasize the important of formal networks â€" in addition to person-to-person networking, social media sites (such as LinkedIn ®, Facebook ®, and Twitter ®) provide another opportunity to connect with other professionals and boost your career online.   Recruiting and hiring has changed dramatically over the years.  We know that recruiters “comb” social media sites to learn who is looking for jobs.  Take the steps to optimize your profile so that potential employers can find you when they are seeking qualified candidates.   Consider these additional tips in conjunction with those in our previous blog. COMPLETE YOUR PROFILE Complete profiles show up higher in search results than incomplete ones.  LinkedIn ® reports that those with complete profiles are 40 times more likely to receive LinkedIn ® opportunities!   What do you need to be considered 100% profile complete? Your profile picture Your industry and location Your current position and description 2 past positions Your education information At least 3 skills At least 50 connections CONNECTIONS LinkedIn ® members who accept your invitations to connect are known as 1st degree connections.   These folks have access to your primary email address listed on your account, so choose them carefully.   The best advise is to only connect to those you know and trust.   Keep in mind that a complete profile requires at least 50 connections. RECOMMENDATIONS Ask for recommendations from at least 3 people.  Although not required to “complete” your profile, they are important and we suggest you use them.   You won’t be able to do this right away, since only people you are “linked to” can provide recommendations.  Consider seeking them from people at all levels peers, co-workers, supervisors, instructors; this will give an employer a good idea of how well you work with people in all levels of an organization. TIP: Once you have recommendations, consider updating your SUMMARY to refer to those testimonials.   For example, if prior supervisors provided you with LinkedIn ® recommendations that address your excellent skills and match your current professional goals, you might update your summary to state: “Acknowledged by management for my program management expertise, implementation of IT solutions, and strategic focus.” ENHANCE YOUR PROFILE You can edit your profile by adding certain additional sections. Consider adding relevant professional certifications, organizations, projects, publications, honors and awards, volunteering and causes, languages, etc.   These are a great way to enhance and showcase your professional achievements. EXAMPLE: You might have a significant professional CERTIFICATION or LICENSE   e.g., Project Management Professional (PMP) Certification conferred by the Project Management Institute; mandatory state bar membership or certified legal specialty; or a social work or nursing license.   You can add these or other certifications by clicking on “Edit Profile.” A right-hand bar will appear entitled “Recommended for you.”   You’ll see a list of potential enhancements, including certifications â€" just click on the one(s) that interest you and add the information. GROUPS Consider affiliating with groups such as your college, industry-specific, or trade organizations related to your field â€" they may also have substantive discussions of topics of interest to you.  You can search groups by keyword, interests, or group name.   The Group’s manager may review your request to join in order to make sure you meet membership criteria prior to approval.   You can join up to 50 groups. SECTION ORDER It is possible to recorder the profile sections via “drag-and-drop.”   This gives you another opportunity to highlight the knowledge, skills, and abilities (KSAs) that make you unique. There are 2 additional ways to make your public profile visible to people who arent signed into LinkedIn ®. Instructions for creating these options are available via the LinkedIn ® Help Center. Add a LinkedIn ® “View My Profile” button (called a “badge”) to your online resume, blog, or website. Create an email signature  that contains your public profile URL.   It displays your contact information and a link to your profile that you can integrate into email programs that support HTML email signatures. What strategy do I need to get up at the high end of the range?
